Selling a home in Cyprus is only part of the process if you intend to use the proceeds in Russia. Where will the buyer send the payment? Will the receiving bank accept it? And can the funds then be transferred to a Russian account? These questions should be addressed before signing the contract.
An owner may be ready to sell but hesitate because the payment arrangements remain unclear. A buyer has been found and the price is acceptable, yet the seller still does not know where the funds will end up after completion.
Preparing a property sale in Cyprus should include checking the entire proposed movement of funds. Receiving the purchase price and subsequently transferring money to Russia must be treated as separate transactions.
Key point for sellers: being able to receive money in an overseas account does not guarantee that it can subsequently be transferred to Russia. Both transactions should be assessed before the sale, including the specific banks, currency, amount and supporting documents.
Can the sale proceeds be paid into an account in another country?
The European Commission's published guidance specifically addresses a situation in which a Russian citizen sells property and provides an account in the EU or a third country to receive the purchase price.
The answer to Question 37 explains that the deposit restriction addressed in that guidance does not itself prohibit EU operators from making payments into such accounts. This is not blanket permission for every transaction or a guarantee that a particular bank will credit the funds.
The guidance was published in 2022. It must be considered alongside the rules in force, restrictions affecting the parties and banking requirements at the time of the transaction.

Can money be transferred directly from Cyprus to Russia?
The availability of a direct bank transfer cannot be promised in general terms. An assessment requires details of the banks, currency, amount, recipient's status and sale documents.
Enquiries should be made with both the sending bank and the receiving bank in Russia. Establish whether they permit the proposed transaction and what conditions apply. A general statement that international transfers are available is not sufficient.
Individual bank policies also matter. For example, Bank of Cyprus's published customer acceptance policy includes restrictions affecting certain categories of customers and transactions.

Accounts in Armenia and the UAE: what should you check?
Your own account in a third country may be considered when discussing payment arrangements. However, choosing a country does not itself establish that you can receive the proceeds there and subsequently transfer them to Russia.
For example, Ameriabank's terms allow restrictions connected with sanctions, correspondent bank requirements and the bank's own decisions.

In the UAE, some banking products are available to non-residents. For example, Emirates NBD publishes savings account terms and document requirements. The availability of a product does not guarantee that an account will be opened for a Russian applicant or that subsequent transactions will be approved.

Before choosing an account to receive the proceeds, establish:
- Whether the bank will accept funds from the sale of the specific property in the Republic of Cyprus.
- Which documents will be required from the seller and buyer.
- Whether a subsequent transfer to the selected Russian bank is possible.
- Which currencies, fees and restrictions apply.
- What happens if a payment is delayed or returned.
Banks should be given a complete description of the proposed transactions, including the intended onward destination of the funds. Using a third country does not remove applicable restrictions or source of funds checks.
What does the €100,000 deposit restriction mean?
This amount should not be interpreted as a maximum property price or a universal limit on a single transfer. The European Commission's guidance concerns restrictions on accepting deposits from certain categories of customers, taking into account their total deposits at a credit institution.
Exceptions are provided for, with eligibility depending, among other things, on citizenship and residence permits. The bank must assess whether an exception applies. An exception does not itself guarantee payment processing.

Splitting the purchase price into instalments should not be treated as a solution: the applicable rules and the transaction as a whole need to be assessed.
What documents should a seller prepare?
Start gathering documents while preparing the property for sale. For preliminary discussions with your lawyer and the banks, it is useful to have:
- Property documents: evidence of ownership, the original purchase agreement and available records of the purchase payments.
- The draft sale agreement: details of the buyer, price, currency and payment schedule.
- Identity and status documents: your passport, residential address information and tax residency details.
- Banking information: details of your own account for receiving the proceeds and the intended account in Russia.
- Documents relating to outstanding obligations: mortgage information, encumbrances and any required tax clearances.
This is an indicative list. The parties conducting the checks will determine the precise requirements, including translations and additional evidence.
Selling an apartment for €300,000: what should you establish first?
Imagine an owner selling an apartment in Limassol for an agreed price of €300,000 and planning to use the proceeds in Russia. This is a hypothetical example, not a specific property offer.
Before signing the agreement, the owner needs to establish which personal account will receive payment, whether the bank will accept the full amount and whether an onward transfer to Russia is possible. Sale expenses and currency conversion costs also need to be assessed.
Important distinction: approval to receive €300,000 in an overseas account does not constitute approval of the next transfer. Check how you intend to use the proceeds before completing the sale.
How much money will be available after the sale?
The contract price and the amount available after completion may differ. For planning purposes, prepare an estimate covering:
- The property sale price.
- Any outstanding mortgage balance.
- Taxes and mandatory transaction charges.
- Agreed legal and estate agency fees.
- Bank charges and currency conversion costs.
The tax consequences of the sale should be assessed separately in light of the owner's circumstances. A transfer between your own accounts does not remove the need to examine tax obligations arising from the sale.
For Russian requirements, the seller's tax residency and residency status under currency control rules must be determined separately. Check whether the proceeds may lawfully be credited to the chosen overseas account, whether account notifications and transaction reports are required, and whether the income must be declared. Tax residency and currency control residency should not automatically be treated as the same status.

What should the sale agreement cover?
The payment terms should reflect arrangements that the parties can actually carry out. Discuss the following with your lawyer:
- The recipient and bank details. Which account receives payment and how any necessary change of bank details will be documented.
- Currency and charges. Who pays the fees and what amount must reach the seller.
- Deadlines. How much time is allowed for payment and additional checks.
- When the payment obligation is fulfilled. How receipt of the purchase price will be confirmed.
- Delayed or returned payments. What actions and deadlines apply to each party.
- Transfer of ownership. How it is linked to fulfilment of the payment terms.
A preliminary response from a bank can help prepare the transaction, but it is not an unconditional guarantee that a payment will be executed. The agreement should take this into account.
Frequently asked questions
Can the buyer pay directly into my Russian account?
This must be checked with the specific banks involved, taking current restrictions into account. There is no universally confirmed route available to every seller for every amount.
Do I have to receive the money in Cyprus first?
This should not be assumed to be a universal requirement. The possibility of receiving payment in your own account in another country should be assessed with your lawyer and banks in relation to the specific agreement.
Can I use an existing account in Armenia or the UAE?
You can provide its details for a preliminary assessment. An active account does not establish that the bank will accept property sale proceeds and subsequently transfer them to Russia.
Can I calculate the final amount in roubles in advance?
You can prepare an estimate. Unless the exchange rate and charges are fixed under the transaction terms, the final amount may change by the time the payments are completed.
When should I start checking the banking requirements?
While preparing the property for sale. This allows the findings to be reflected in negotiations with the buyer and in the draft agreement.
Where should you start when selling property in Cyprus?
Whether you own an apartment in Limassol, a house in Paphos or a home in Larnaca, begin with a valuation, a review of the property documents and your preferred sale timetable.
If your ultimate aim is to receive the proceeds in Russia, explain this at the start of discussions with your lawyer and banks. This will help you assess the proposed payment arrangements before taking on obligations to a buyer.
