EU Commission bans new multiple-entry visas for Russian citizens

The European Commission has officially announced a decision to suspend the issuance of new multiple-entry Schengen visas to Russian nationals. From now on, Russians will only be able to receive single-entry visas and will have to apply for a new one each time they plan to travel to EU countries.

Exceptions are made only for certain categories – close relatives of Russian citizens residing in EU member states, as well as independent journalists and human rights defenders. In justified cases, they may be granted multiple-entry visas valid for up to one year.

According to the Commission, the decision was motivated by growing security concerns in the EU, including cyber threats, industrial espionage, and propaganda risks, all amplified by the ongoing Russia-Ukraine conflict. Current multiple-entry visas will remain valid until their expiration dates, but no new ones will be issued.

What this means for Russian citizens with Cyprus residence permits


At present, the new restrictions do not fully apply to holders of residence permits in EU countries, including Cyprus. Such permits generally allow their holders to travel freely within the Schengen Area without the need for an additional visa.

Therefore, Russian citizens who hold a valid Cyprus residence permit are not significantly affected by the EU Commission’s decision. However, when traveling to EU countries outside the Schengen Area, different national visa requirements may apply and should be clarified in advance.
