Cyprus Construction Material Prices Rise 3.39%: What It Means for Homebuyers

According to CYSTAT, the construction materials price index in Cyprus rose 3.39% year on year in August 2026. This is a useful reference point for buyers of new builds and properties requiring renovation. However, it does not indicate how much the price of a particular apartment should increase.

How Construction Material Prices Changed

The index increased by 0.07% month on month. For January–August, it rose 2.06% compared with the same period in 2025. These figures refer to different comparison periods and should not be added together.

Among individual categories, annual price growth reached 4.60% for metallic products and 4.79% for cement. Meanwhile, heating and cooling equipment prices fell by 1.67%. Different construction inputs are therefore showing noticeably different price trends.

Does This Mean Apartment Prices Will Rise by 3.39%?

No. Changes in construction material costs cannot be applied directly to property prices. This indicator is not an apartment price index and does not represent the entire construction budget.

Editorial analysis: the price of a new build reflects several factors. In addition to materials, a development involves land, labour, design, financing and other expenses. Competing properties and buyers’ willingness to pay also influence the asking price.

Even two neighbouring developments may respond differently to changes in costs. When comparing them, it matters how far construction has progressed, which materials have already been purchased and exactly what the offer includes. General statistics do not reveal these details.

How to Assess a Developer’s Offer

If a seller attributes a price increase to rising construction costs, it is useful to move from that general explanation to the specific terms of the apartment.

  • Clarify the total cost. Ask for the property price, applicable VAT and additional charges to be listed separately.
  • Compare what is included. Check whether air conditioning, the kitchen, fitted wardrobes, parking and storage are included.
  • Review the specification. Named materials, window specifications and equipment lists allow a more accurate comparison than descriptions such as “premium finishes”.
  • Examine the terms governing price changes. Ask an independent lawyer to explain the contract provisions covering the price, additional work and possible substitutions of materials.

What to Consider When Buying an Apartment to Renovate

An up-to-date, detailed quotation is more useful for a renovation than applying a general inflation percentage to last year’s budget. Replacing a kitchen, upgrading electrical wiring and fully renovating a bathroom require different materials and amounts of work.

Compare the Same Scope of Work

Prepare a consistent specification before requesting quotations. Ask contractors to separate the costs of materials, labour, delivery, demolition and waste removal, and to state VAT and how long their prices remain valid. This makes it easier to understand differences between quotations.

A contingency allowance is best discussed after the property has been inspected. An apartment needing cosmetic updates and a home with building services in an unknown condition will have different potential causes of cost overruns.

Should Buyers Rush to Purchase?

A rise in the construction materials index alone cannot answer that question. It does not guarantee that a chosen apartment will become more expensive tomorrow or identify the best time to buy.

To make a purchase decision, compare the total budgets for several suitable properties, their completion dates and expenses before moving in. If you are buying to let, assess expected rental income and ownership costs separately: higher construction costs do not automatically lead to higher rental income.
