In August 2026, foreign buyers registered sale contracts covering 582 properties in Cyprus. Paphos district recorded the highest number. The Department of Lands and Surveys figures help compare the geographical distribution of purchases, but do not indicate the returns on individual properties.

How Properties Were Distributed Across Districts

The DLS report divides foreign buyers into two groups: those from EU countries, excluding Cyprus, and those from outside the EU.

Properties, Buyers and Ownership Transfers Are Different Measures

582 properties does not mean 582 buyers. DLS separately counts properties, purchasers and completed transfers of ownership. This article uses the number of properties with registered sale contracts.

This breakdown also does not establish how much property was purchased by Russian citizens or buyers from any other individual country. The non-EU category combines multiple countries.

Should Buyers Choose Paphos Simply Because It Leads the Figures?

Editorial analysis: foreign buyer activity highlights one aspect of the market. However, it does not answer questions about the price of a suitable apartment, its condition, ownership expenses or prospects for resale.

Someone buying a home for personal use should focus on whether the specific location meets their daily needs. A rental property requires a separate income and expense calculation, together with an assessment of comparable properties nearby.

Choosing between Paphos, Limassol and Larnaca is therefore best done after comparing specific options. A district’s leading position in one monthly indicator does not make every apartment there a good purchase.

What This News Means for Property Sellers

Owners hoping to attract overseas buyers should make their listing clear to someone who is not yet familiar with the property or the area. Useful information includes:

  • A complete description in English. Specify the floor area, layout, included furnishings and equipment, and known recurring expenses.
  • Current photographs and a floor plan. Show the rooms, views, communal areas, parking and access to the building.
  • Clear information about documentation. Explain the property’s actual status and prepare the documents for a lawyer’s review.
  • Viewing and handover arrangements. Clarify whether a video viewing is possible, whether the property has tenants and when it is expected to become vacant.

The asking price should still reflect the property’s characteristics and comparable listings. The presence of foreign buyers in a district does not, by itself, justify a price premium.

What the Statistics Do Not Tell Us

This table does not reveal the purpose of a purchase: relocation, holidays, rental income or another use. It also does not replace checks on the legal and banking requirements of an individual transaction.

Buyers should first establish their total budget, payment arrangements and property requirements, then use market statistics as additional context.
