When negotiating a property purchase in Cyprus, base your offer on comparable properties, the apartment’s condition and the transaction terms. There is no universal discount percentage. The aim is to agree on an acceptable total purchase cost, rather than achieve the largest reduction from an arbitrarily chosen asking price.
A seller may decline to lower the price but agree to include equipment, carry out specific repairs or adjust the handover date. It is therefore useful to discuss several important terms together.
Below is a practical approach to buying an apartment or house in Limassol, Paphos, Larnaca or elsewhere in the Republic of Cyprus.
1. Start with your total budget
Before making an offer, establish how much you are prepared to spend on acquiring the property and getting it ready to use. The seller’s price is only part of that amount.
- The property price.
- Applicable taxes and fees.
- Legal advice and technical inspections.
- Necessary repairs.
- Furniture and equipment excluded from the sale.
- A contingency for identified additional costs.
The relevant costs must be checked for the individual transaction. In particular, establish whether the quoted price includes VAT, where VAT applies. Comparing prices on different bases can create a misleading impression of value.
Set two figures: your preferred offer price and the maximum total cost at which the purchase still makes sense for you.
2. Compare genuinely similar properties
“There are cheaper apartments in this city” is a weak argument if those properties differ in neighbourhood, size or condition. Identify several closely comparable alternatives.
- The same location or a comparable setting.
- Similar internal floor area and layout.
- Comparable building age and condition.
- Similar floor level, lift access, parking and storage.
- A comparable documentation status.
- Clearly defined included items and handover terms.
Distinguish internal space from covered and uncovered verandas. Do not compare prices per square metre if one listing measures only the apartment while another includes a large terrace.
Listings reflect sellers’ expectations. Where verified information about comparable completed sales is available, assess it separately from asking prices.
3. Do not substitute a land registry figure for a market valuation
DLS records may show a General Valuation figure. Do not automatically treat it as the current price at which the owner should sell.
DLS explains that General Valuation figures at 1 January 2021 values are used for taxation purposes and annual fees. They are not an individual market valuation for a purchase or sale. For that purpose, the department recommends consulting a qualified property professional.

4. Support concerns with an inspection and cost estimate
If repairs are part of the reason for your offer, a defined scope of work is more useful than an arbitrary allowance. A technical inspection helps distinguish cosmetic preferences from necessary repairs.
For example, wanting to replace a functional kitchen to suit your taste is different from a confirmed need to repair a leak. The seller is not obliged to compensate for every personal preference.
- Describe the identified problem.
- Establish its cause and the required work.
- Obtain an estimate with clear assumptions.
- Propose a price adjustment or agreed repairs.
- Record the chosen arrangement in the documents.
Avoid deducting the same defect twice. If the asking price already reflects the condition, a further reduction needs its own justification.
5. Establish which terms matter to the seller
Beyond price, the seller may value a particular completion date, time to move out or clear payment arrangements. Discuss these points directly or through the agent handling negotiations.
Offer only what you can realistically deliver. Promising payment within a few days is unhelpful if the bank has not reviewed the documents or legal work has not started.
If your purchase does not depend on obtaining a mortgage, you can explain that. However, it should not be presented as eliminating banking procedures or guaranteeing immediate payment.
6. Negotiate more than the discount
Included items
Discuss whether specific furniture, appliances or air-conditioning units can be included. Prepare an inventory describing models and condition so that “everything stays” does not lead to disagreement.
Work before handover
If the seller will remedy defects, agree on the scope, deadline and how the result will be checked. A promise to “freshen up the apartment” is too vague.
The handover date
A suitable date may reduce the buyer’s temporary accommodation costs or make the seller’s move easier. Record when the property will be handed over and in what condition.
New-build terms
Specific finishes, equipment and payment schedules may be open to discussion. Clarify the cost of changes, their effect on delivery and how they will appear in the contract.
Assess included extras by their usefulness and actual value to you. The seller’s stated value of a furniture package is not necessarily what you would spend on furnishing the property yourself.
An example: a bigger discount does not always mean a lower total cost
The following comparison is hypothetical. It does not describe actual listings or typical market discounts. Taxes, transaction fees and other costs are excluded for simplicity.
Option A
- Initial asking price: €320,000.
- Agreed price: €300,000.
- Necessary work and equipment: €18,000.
The discount is €20,000, while the subtotal is €318,000.
Option B
- Initial asking price: €315,000.
- Agreed price: €308,000.
- Necessary work and equipment: €4,000.
The discount is €7,000, while the subtotal is €312,000.
On these assumptions, option B requires €6,000 less, despite its smaller discount. Before making a real decision, add the remaining costs and compare the properties themselves.
7. Make your offer specific
A seller can assess an offer more easily when the price, included items, proposed timetable and due diligence conditions are clear.
Illustrative wording for discussion:
“Following the viewing, we would be willing to discuss a purchase at €___, including the items on an agreed inventory. Our proposal takes account of ___. Our proposed completion timeframe is ___, subject to satisfactory legal and technical checks and agreement on the sale contract.”
This is an example of a negotiation message, not a ready-to-use legal document. Before submitting a signed offer, entering into a reservation agreement or paying money, ask your lawyer what obligations may arise.
If the seller makes a counteroffer, compare the entire revised package. A price change may come with furniture being excluded, a different payment schedule or a later handover.
8. Do not let a discount replace due diligence
A lower price does not remove encumbrances, regularise unapproved alterations or establish the seller’s authority to sell. If a legal issue is identified, first understand its consequences and whether it can be resolved.
DLS recommends checking the property’s registration, the seller’s ownership, encumbrances and prohibitions. These checks are necessary regardless of the discount offered.

When does it make sense to stop negotiating?
Setting a budget limit in advance helps prevent time already invested from driving your decision. Return to your original criteria if the final terms no longer meet them.
- The total cost exceeds your limit.
- Important questions about the documents remain unanswered.
- The seller asks you to abandon necessary checks.
- The payment terms are not realistically achievable.
- Agreed benefits disappear from the draft contract.
Sometimes the parties’ expectations are too far apart to reach an agreement. That does not mean you should increase your offer beyond a price that makes sense for you.
