bank accounts in Armenia and the UAE? And what should you
check before paying a reservation deposit? Here are the key
considerations for buying property in the Republic of Cyprus
in 2026.
You have found an apartment by the sea, the neighbourhood suits
your needs and the price is right. Before reserving the property,
however, a buyer from Russia should address another important
question: how will the payment be made?
Even if the money is already in an overseas account, the ability
to transfer it to the seller should be checked in advance.
It is sensible to prepare the payment arrangements alongside
the property search, so that the transaction timetable and
contract terms reflect what is feasible.

may form part of the payment arrangements, but it does not

Can Russian citizens buy property in Cyprus?
Russian citizenship alone does not amount to a blanket prohibition
on buying property in the Republic of Cyprus. However, each
transaction depends on the buyer's circumstances, applicable
restrictions and the outcome of banking checks.
Citizens of countries outside the EU are subject to a procedure
for obtaining permission to acquire immovable property through
the relevant District Administration. The application and
supporting documents are submitted in the district where
the property is located.

Legal eligibility to acquire a property and the ability to
complete the payment are related but separate matters.
Both should be checked before making substantial financial
commitments.
Can you transfer money from Russia to buy a home?
From 8 December 2025, the Bank of Russia removed its previously
established limits on foreign currency transfers abroad for
Russian citizens and non-resident individuals from countries
classified by Russia as friendly.

However, removing Russian transfer limits does not remove
restrictions imposed by overseas banks. The feasibility of
a particular payment depends on the sending bank, receiving
bank, correspondent banks, currency and parties involved.
An enquiry to a bank should therefore describe the actual
transaction: which account the funds will come from, the amount,
the recipient and the property being purchased. General
availability of international transfers does not constitute
approval of a property payment.
Using a bank account in Armenia: what should you consider?
A personal account in Armenia may be considered as part of
international payment arrangements. Opening an account does
not, however, guarantee that the bank will accept funds from
Russia and subsequently transfer them to a seller in Cyprus.
For example, Ameriabank's terms allow restrictions on transactions
in connection with sanctions, correspondent bank requirements
and the bank's own decisions.

Before moving funds, discuss the following with the banks involved:

Receiving funds from the specific Russian bank.

Documents establishing the source of funds.

The subsequent payment for the selected property in Cyprus.

Transferring money between your own accounts does not remove
the need to establish its original source.
If the money comes from selling a home, retain the sale agreement
and statements showing receipt of the proceeds and their
subsequent movement.
Can you pay for property in Cyprus through the UAE?
Another option buyers consider is using their own bank account
in the United Arab Emirates.
Some UAE banks offer accounts for non-residents. For example,
Emirates NBD publishes savings account information and document
requirements for non-resident applicants. The availability of
this product does not guarantee that an account will be opened
for a particular Russian applicant.

Before travelling to open an account, establish whether the bank
is prepared to consider both the banking relationship and the
proposed transactions: receiving the funds and paying for
property in the Republic of Cyprus.
A choice between Armenia and the UAE should be based on the
terms available to the individual buyer. Another person's
successful transfer does not guarantee the same result with
a different amount, bank or source of funds.
Do you have to open a bank account in Cyprus?
Do not assume that a personal Cypriot bank account is either
a mandatory or a guaranteed step in the purchase. Payment
arrangements must be assessed in relation to the property,
contract and requirements of the banks involved.
A bank's policies may be stricter than the general legal
requirements. For example, Bank of Cyprus's published customer
acceptance policy contains restrictions affecting certain
categories of Russian clients.

The sending account and the account that will receive payment
should be discussed with your lawyer and the participating
banks before you pay a substantial deposit.
What documents should a buyer prepare?
The exact requirements are determined by the banks and the
lawyer handling the purchase. For preliminary discussions,
it is useful to gather:

your passport, residential address information and residence
permit, if applicable.

What should you check before paying a deposit?
Once you find the right home, it is natural to want to reserve
it quickly. However, the deposit terms deserve as much attention
as the price and the property's features.

convenience. For a holiday home, focus on location and running
costs. For a rental investment, assess expected income,
expenses and periods without tenants realistically.
Once you have identified your preferred city and budget,
you can search for properties while preparing the payment
documentation. This allows you to consider the financial
arrangements before making a final choice.
The city itself does not determine whether a bank transfer
can be completed. Whether you choose an apartment in Limassol,
a house in Paphos or a home in Larnaca, the specific property,
seller and payment arrangements need to be checked.
