Can You Buy Property in Cyprus Remotely? A Step-by-Step Guide

Many stages of buying property in Cyprus can be arranged without the buyer attending in person, including through an authorised representative. However, the ability to complete the entire purchase remotely must be confirmed in advance: it depends on the documents, banking requirements and the circumstances of the property.

A remote purchase begins with choosing a property, but its success depends on thorough checks and properly defined authority. Video calls help you view the apartment, a lawyer examines the legal position, and a technical specialist assesses its condition.

Below is a step-by-step approach to buying an apartment or house in Limassol, Paphos, Larnaca or elsewhere in the Republic of Cyprus.

Step 1. Establish which tasks can be completed without travelling

Before reserving a property, identify the parties involved: the seller, agent, your lawyer, technical specialist, sending bank and receiving bank. Ask which documents and identification procedures each will require.

  • Where and how will documents be signed?
  • Which tasks will a representative carry out?
  • Will original paper documents be required?
  • How must documents be executed in your country of residence?
  • Will the banks accept the proposed arrangements?
  • Who will inspect the property at handover and collect the keys?

Being able to sign a contract through a representative does not automatically mean that banking procedures can also be completed remotely. Confirm those requirements separately.

Step 2. Arrange a live video viewing using your own checklist

A polished promotional video is useful for an initial introduction, but it does not replace a live viewing. Ask for a systematic walkthrough without skipping rooms or less flattering angles.

What to include in the video viewing

  • The approach to the building and its entrance.
  • The lift, stairs and communal areas.
  • Every room, showing how the spaces connect.
  • The view from each main window.
  • The veranda, parking space and storage room.
  • The condition of the kitchen, bathrooms and equipment.
  • The immediate surroundings and vehicle access.

Ask the person filming to pause the conversation and record the normal background sound with the windows open and closed. This can reveal features of the surroundings that a video with music cannot convey.

Compare the footage with the floor plan. For a property under construction, establish whether you are being shown your chosen apartment, a show unit or a different phase of the development.

Step 3. Arrange an independent condition assessment

A camera cannot reliably assess every building element and service. For a completed property, arrange an independent technical inspection with a written report and photographs.

Agree on the scope beforehand: what the specialist will inspect, which checks will be performed and what limitations will remain. Concealed areas or equipment may require additional investigation.

  • Are there signs of leaks or damage?
  • What is known about the windows and waterproofing?
  • Which equipment could be tested?
  • What work is needed before moving in?
  • Which issues require a separate specialist?

For a property under construction, separately arrange checks at agreed stages and an inspection before handover. Regular photographs from the seller are helpful, but they are not equivalent to an independent assessment.

Step 4. Complete due diligence before making substantial commitments

An independent lawyer should investigate the seller’s authority to sell, the title deed or land documents, encumbrances, permits and whether the property matches its documentation.

Separately establish the status of parking, storage, a garden or terrace if these influence your decision. For an occupied apartment, the existing tenancy and handover terms also need to be reviewed.

DLS recommends investigating the legal and physical characteristics of a property before purchasing. Buying remotely does not reduce the necessary scope of those checks.

Before paying a reservation fee: read the refund conditions, reservation period and provisions for situations where due diligence reveals a problem or the main contract cannot be agreed.

Step 5. Prepare a power of attorney for the required tasks

A power of attorney defines which actions a representative may take on your behalf. Agree its wording with your lawyer before signing and certifying it.

DLS allows a representative to act under a general or special power of attorney in the sale procedure, with the principal’s signature duly certified.

For a document executed abroad, confirm in advance the requirements for certification, translation, an apostille or other legalisation, where applicable. The process depends on the country of execution and the receiving organisation’s requirements.

What to discuss with your lawyer

  • Which property and actions will the authority cover?
  • Can the price and other material terms be limited?
  • Who approves the final version of the contract?
  • Which powers are needed to submit documents?
  • Is authority required for handover and utility agreements?
  • How will the duration and revocation procedure be defined?

Do not assume that a scanned copy will be sufficient for every procedure. Establish how the original must be used before setting transaction deadlines.

Step 6. Check permission to acquire the property

According to the Ministry of Interior, the acquisition of property by non-EU nationals requires permission from the relevant District Administration. Your lawyer should check how the requirements apply to your status and the property.

Agree who will prepare the application, which documents are needed and how obtaining permission fits into the stages of your transaction. Acting remotely does not remove the requirements applicable to the buyer.

Step 7. Arrange payment before accepting rigid contractual deadlines

Prepare the source-of-funds documents and evidence of the payment’s purpose requested by the parties handling the transfer. Establish the requirements early so that the contract allows for the practical preparation of payment.

  • Who receives the money, and on what basis?
  • Do the bank details match the transaction documents?
  • What makes each payment due?
  • Who confirms that the relevant conditions have been met?
  • How will receipt of funds be documented?
  • What happens if a transfer is delayed or returned?

If payment through a lawyer’s client account or another arrangement for holding funds is proposed, establish the written terms: who controls the money, when it is released to the seller and under what circumstances it is returned.

Checking bank details: if you receive a message changing the payment account, verify the new details through an independently established contact channel. An email containing new bank details is not enough on its own.

Neither a power of attorney nor a sale contract guarantees that a bank will process a particular international transfer. Banking requirements must be checked separately.

Step 8. Obtain evidence of the completed legal steps

Ask your lawyer to provide a clear record of completed actions and the supporting documents. Distinguish between signing the contract, depositing it with DLS and registering ownership.

Depositing the sale contract has its own legal significance, but it is not equivalent to registering the title in the buyer’s name. For a property under construction, these events may occur at different times.

Step 9. Organise the inspection and key handover

Your representative’s collection of the keys should be accompanied by the agreed checks. Establish who will inspect the property, how defects will be recorded and which documents you will receive.

  • A photographic or video record of the apartment’s condition.
  • A list of identified defects.
  • An inventory of included furniture and equipment.
  • Meter readings and meter numbers.
  • Keys, remote controls and access devices.
  • Equipment warranties and instructions.
  • Contact details for building management and service providers.

The relationship between acceptance and the final payment should be agreed in the contract beforehand. Do not assume you can unilaterally change the payment arrangements on the handover date.
